When I plugged the power chord to the bolt device, both LED’s not working. But when I checked the voltage in multi-meter between 5v and GND its showing 5 volt.

You can check that your bolt device was properly connected to bolt cloud app through bolt hotspot and also check the your power cable and adapters work properly.
Once try to reconnect the device in the app,also check with the other connection cable.
try to connect the bolt wifi module with a different wire, ensure its proper connection, and follow the instructions properly for getting the wifi module online.
