In my bolt iot and ml traning ,the last date of submission is given - 31 dec 2021.
Is the date mentioned is last date for giving the test?
If yes ,then can i give my test on 31st december.
Please read carefully. The module you are looking at is for IoT and ML Innovation Challenge and not your certification test.
You can give your Test whenever you want to. You have access to the course for Lifetime as well. So there is not time constraint for this.

In this screenshot there is no mention of certificate.They told about that deadline is about that challenge that they mentioned. Don’t worry about that you can give your certificate examination when you complete your training.
