Counting of production and Information visible and provide report for every 8 Hours

I need a Incremental counter for every pulse, those pulse with is very less like milli seconds, is our IOT device reads those data? Then please help me how to write the incremental counter… And it has to reset every one hour and those data details has store and generate reports for every 8 hours
