How to connect LM298 to bolt module?
and the required HTML code to control the robot car direction

The same way we turned on the LED using switch. You have to create some more switches depending on your requirements(i.e. front, back, left, right, reverse, turn at the same place, circle around or anything else). Connect the motors as per your application (i.e. single drive, parallel drive or anything else). I guess you will need another supply for your motors depending on your motor size.
Normally I use 12V DC motors in parallel configuration with 2 wheel drive for operation like robo soccer or line follower or self balancing. And 12v is supplied by laptop charger or a battery
