After completing the exam, can I submit the project link in the given link again? As link is not responding to the request.

No, get your link before appearing in the exam and then copy-paste it when they ask for project link.
I am afraid not as that u should submit the links while during the exam not after the one thing u can do is to contact the bolt team explain ur problem, they can help u out
