Your sandbox URL is written in an incorrect format.

Correction -

SANDBOX_URL = 'sandboxXXXXXXXXXXXXXXXXXXXXXXXXXXXXX.mailgun.org'

U have entered a wrong SANDBOX_URL.
It should be in the below format:
SANDBOX_URL=‘sandbox94386xxxxxxxxxxxxxxxxxxxxxxxxxx.mailgun.org’
Also check whether you’re entering ‘0’ or ‘o’.Make sure you entered the write one.
