when i set a code for sms alert system by using twillo on using codeing on ubuntu ,but every time when code execute twillo send sms and repeating

when code run , when sensor value <= 300 i get messages from twillow “light on” in every second .it is repeating .but i want sms just before light on at one time how can i modify my code.
