This error might be occurring because of your wifi connection. Please check whether the wifi network does not have the firewall or the connectivity of your wifi is appropriate.
I had the same problem. Both the blue and green lights were on, yet Troubleshoot option was appearing. It showed online even on my cloud. According to me, it just takes a little time for the hardware to connect, or maybe, the connection is weak.
This is because of your network connection . Please check your wifi or try connecting your BOLT IOT module with your mobile hotspot.
