i am doing the Send Telegram message when temperature crosses threshold project. while running the code i got an error that is shown in the screenshot.

It looks like the telegram bot is not properly configured. Please make sure that you have done the setup of telegram channel and bot correctly. You have to promote the Telegram bot to admin in the telegram channel. Also make sure that all the credentials are set properly for eg. telegram chat id, bot id, API key. You may refer to the tutorial again to check the telegram setup process.
