Unable to add Bolt IoT WiFi module to new account

hello i have a bolt iot wifi module which was earlier added in another account. I removed the device from the previous account but now I am unable to add it in the new account. When I turn it on both the green and blue LEDs are stable and on. And I dont see the bolt hotspot on my android device. PLease help

No the old account was the account from which I purchased. The new account is a different one
